This photo by Arnold Eagle and David Robbins is from the Work Projects Administration photography series “One Third of a Nation.” The title comes from a line in President Franklin D. Roosevelt's second inaugural address: “I see one-third of a nation ill-housed, ill-clad, ill-nourished.” The series' realistic portrayal of urban slum conditions was used to endorse specific housing legislation in Congress.
