A request that’s completely aboveboard

A recession in the 1980s, with high inflation and soaring mortgage rates, caused a slump in the home-building industry and left companies bankrupt and many workers unemployed. Using their two-by-four stationery, these builders asked President Jimmy Carter to support the Brooke-Cranston Bill—a measure to assist citizens with their mortgages during times of recession.
